Why Norwich has always been a creative city and why we’ve called it home since 1963

For decades, there has been an assumption in the creative industries that if you wanted to do the biggest work, attract the best talent and build a serious agency, you needed to be in London.

We’ve never really believed that.

FOUR has called Norwich home since 1963. More than six decades later, our headquarters remain here, while our reach, our clients and our ambitions extend far beyond the city.

And a new report on the changing geography of Britain's creative industries suggests that the rest of the country may finally be catching up with something we've known for a very long time.

The creative map of Britain is changing

Affinity's 2026 Creative Cities Report examined 50 UK cities across three broad areas: access to creative space, access to opportunity and affordability.

Its conclusion is fascinating.

Creative opportunity is becoming increasingly decentralised. Smaller cities can provide a combination of opportunity, culture, space and quality of life that some of Britain's traditional creative centres struggle to match.

More than half of the cities analysed scored above the report's national creative benchmark.

Perhaps more importantly, the research challenges the long-held assumption that ambitious creative people need to gravitate towards London or Manchester to build successful careers.

For us, that's particularly interesting.

Because FOUR made that bet in 1963.

Norwich has been our home for 63 years

FOUR's story began in Norwich as Anglian Publicity Services Limited in 1963.

Our roots can be traced back to the early days of commercial television in the region, when our founder Jimmy Hartley, then promotions manager at Anglia Television, recognised an opportunity.

At a time when the PR and publicity industry was overwhelmingly concentrated in London, he believed businesses outside the capital deserved access to the same calibre of creative thinking.

More than six decades later, that philosophy feels remarkably contemporary.

Today, FOUR remains headquartered at Hill House in Norwich, alongside our presence in London's West End.

That combination matters to us.

London gives us proximity to one of the world's great centres of business, media and culture. Norwich gives us something equally valuable: space to think, exceptional people, a strong creative community and a perspective that isn't dictated by a London bubble.

Being outside London isn't a disadvantage. It can be an advantage.

Where an agency is based inevitably influences how it thinks.

Norwich gives us access to talented people who can build brilliant creative careers without necessarily accepting the costs and compromises associated with living in one of Britain's largest cities.

It allows us to recruit people who want interesting work and an interesting life.

It puts us within a city with a strong cultural identity while keeping us connected to businesses across Norfolk, Suffolk, Cambridge and the wider East of England.

And increasingly, technology has removed many of the remaining geographical barriers altogether.

The question clients ask isn't "How close are you to our office?"

It's "Do you understand our business, can you solve our problem and can you deliver results?"

That's exactly how it should be.

Regional doesn't mean regional thinking

There is another misconception worth challenging.

Being headquartered in Norwich doesn't make FOUR a "regional agency".

It makes us an agency headquartered in Norwich.

There's a difference.

Over our history we've worked with ambitious organisations, major brands and public bodies across the UK and internationally.

Today our work spans PR, brand and design, digital marketing, social, content and AI search optimisation.

The technology changes. The channels change. The geography of business changes.

The fundamental requirement doesn't: great ideas, intelligently executed, that create a measurable result.

63 years of Norwich creativity

We believe FOUR may now be Norwich's longest-established agency still operating, although we're continuing to research the city's agency history before claiming the title definitively.

If that's confirmed, it's something we'll be enormously proud of.

Not simply because longevity makes for a nice anniversary, but because surviving and thriving in this industry for more than six decades requires constant reinvention.

When FOUR began, commercial television itself was relatively new.

Since then we've seen the arrival of colour television, desktop publishing, commercial radio, the internet, Google, social media, smartphones and now generative AI.

Through every transformation, Norwich has remained our home.

Perhaps the future of creativity is less about where you are

Affinity's research points towards a more distributed British creative economy.

We welcome that.

Britain has extraordinary creative talent and it isn't confined to a postcode, a city or the M25.

The agencies that succeed over the next decade won't necessarily be those with the grandest London address.

They'll be those that can attract brilliant people, embrace technology, understand audiences and turn creativity into commercial outcomes.

We've spent 63 years proving that you can do precisely that from Norwich.

And we're certainly not planning on leaving now.
